The Neighborhood Services Department staff members are dedicated to helping communities throughout central Pennsylvania. We are always looking for ways to strengthen our neighborhoods and communities and assist individuals in developing independence and improving their quality of life. |

Gilbert Abney - Executive Director |
|
Gilbert looks over all policies and procedures here at Neighborhood services. He is responsible for program sustainability and the welfare of the agency and staff. |

Kay Knight– Associate Director |
|
Kay is the head of the Permanent Supportive Housing Program and the Pre-Apprentice Construction Course. She looks after all facets of the programs from maintenance to the well being of the residents and students. |

Greg Harper |
|
Greg is a case manager with the Guardianship Program. Some of his duties are, acting on a clients’ behalf in a financial capacity and addressing clients’ personal affairs. |

Cheryl Wall |
|
Cheryl is a case manager for the representative payee program. Their main purpose is to budget their clients’ money so they have a place to live, have food, clothing and an allowance to live on. |

Johanna Garcia |
|
Johanna provides case management to adults entry or re-entry in the workforce throughout their first 6 months of work. |

Eugene Winters has been with Neighborhood Services since May of 2007. He is responsible for all accounting functions including, budget preparation, financial statement preparation and working with the annual audit. |

Jahne has been a case manager for the Earn Retention Program at NS for 1 year. She studied Social Work and Psychology in college. She finds her work here at Neighborhood Services challenging but very rewarding. |
